The biggest road project in Victoria’s history has just hit one of its biggest milestones so far!
In the early hours of Monday 21 July 2025, the first permanent section of the new Bulleen Road interchange officially opened, marking a huge achievement for the Eastern Freeway – Burke to Tram upgrade. This new stretch of road, elevated and engineered to last, is now carrying traffic across a critical part of the network while crews gear up to build the connections to the North East Link tunnel entrance and one of the most complex interchanges Melbourne has ever seen.
To get here, more than 100 of the largest Super T beams ever built in Victoria were installed — each one up to 43 metres long and weighing as much as 126 tonnes. It’s a serious feat of engineering and logistics, brought to life by months of detailed planning, precision execution and relentless teamwork across every corner of the project. From construction and design, to traffic, safety, sustainability, community and environmental teams — this milestone belongs to every person who played a part in making it happen.
Delivered in alliance with Major Road Projects Victoria, Laing O’Rourke, Arcadis and WSP, the Eastern Freeway Upgrades is transforming one of Melbourne’s busiest corridors. We're rebuilding the freeway with new express lanes, smart traffic technology and Melbourne’s first dedicated busway, while creating a vital connection between the Eastern Freeway and the 6.5-kilometre North East Link tunnels, finally linking the east to the M80 Ring Road.
And it’s not just about roads. The project is also revitalising the local area with new cycling and walking paths, enhanced open spaces, upgraded wetlands and modern noise protection that meets the state’s toughest standards.
