The Dame Phyllis Frost Centre (DPFC) in Ravenhall, Victoria, experienced a surge in prisoner numbers across all security levels, necessitating additional accommodation. Symal was tasked with several civil works projects at DPFC, spanning cellular accommodation, health and wellbeing facilities, Whiteside drain diversion and infill, car park expansion, and early works for western expansion.
DPFC, serving as one of Victoria's two women's prisons, underwent numerous expansions over the years, increasing its operational capacity from 125 to an intended 582 beds. Symal's involvement commenced in 2017, collaborating with Hansen Yuncken for the cellular accommodation civil works. Subsequently, engagements with the Department of Justice and Regulation followed, including works for Whiteside drain diversion, car park expansion, and preparation for the DPFC 106 Beds and Supporting Infrastructure Project in 2020.
Despite challenges such as rock excavation and unsuitable subgrade conditions, Symal navigated these obstacles with adept resource planning and staging adjustments, ensuring project completion within the original timelines. Managing restricted work zones, coordinating with multiple subcontractors, and implementing robust pedestrian and vehicle traffic management strategies were crucial aspects. Additionally, stringent environmental management practices were upheld throughout the project lifecycle.
